I received this scan in my inbox today... Can anyone validate the integrity of this memo?

I can't verify the validity of the document, but I did read a similar article in one of our newspapers that said the same thing.
I can't remember which paper it was - will try to dig it out for you, but with the fantastic (she says sarcastically) search engines that some of them hwve, it might be difficult!
